Purpose of Assignment:

Bangladesh is experiencing rapid pace of urbanization. The country's urban population, which was already 53 million in 2014, will be more than double that at 112 million by 2050. It is estimated that 3.5 percent of the population migrate internally every year, mostly from disaster prone rural areas to urban settlements (GOB 2011 Census). A large proportion of these migrants end up in urban slums that lack basic infrastructure and entitlements to formal housing and basic services. For children living in slum areas, life is difficult and often dangerous, with poor health and nutrition status, high rates of school dropouts, child marriage, child labor and abuse.

The growing numbers of the urban poor without access to basic services and information provides a compelling case for UNICEF to strategically engage in urban programming and implementation to achieve rights for the children. The country office has signed Memorandum of Understanding (MOU) with 8 City Corporations including Dhaka North City Corporation (DNCC) and Dhaka South City Corporation (DSCC) in December 2017 to support improvements in the quality of lives of children between the ages of 0 and18 years and their mothers. Joint work plans were also signed with DNCC and DSCC. Communication for Development (C4D) is one of the major components of the work plan which includes community engagement, mass media and ICT and capacity strengthening activities. The activities will focus on community engagement and dialogues through involving adolescents, local level leaders, school management, factory managers, religious leaders, ward counselors and members of Community Based Child Protection Committee (CBCPC) to create awareness for positive behavior change and social norms and generate demand for services as appropriate. One of the key activities under the work plans is capacity development of community mobilizers and committees on local level evidence-based planning and communication skills to reinforce key messages. Several media activities are also planned under the work plan.

The interventions will target at least 200,000 children and parents/caregivers in all 08 wards of Zone 2 of DNCC and all 11 wards of Zone-4 of DSCC to improve access to information, health, nutrition, water and sanitation, educational services and protection. Interventions will also work towards ensuring children and their families feel more protected and empowered to participate meaningfully in decisions that affect their lives. In addition, advocacy will be done with the higher authorities of both the City Corporations to allocate budget for the child-centered programming based on the evidence generated at local level. Under Dhaka Division, Naraynganj may be included in programme area in 2019.

The key purpose of this assignment is to provide technical support to C4D section in implementing C4D Urban work plans, especially DNCC, DSCC, PCA Partners, new City Corporation under Dhaka Division (if any contract is signed) in coordination with UNICEF sectoral colleagues, relevant City Corporations and other stakeholders.

The specific objectives of this consultancy are to:

Provide input in finalizing implementation plan, schedule/calendar of the orientation/training/workshop for DNCC and DSCC, PCA partners addressing sectoral needs

Provide technical input in C4D capacity building efforts for DNCC, DSCC and PCA partners coordinating with the sectoral colleagues. The capacity building initiative will include orientation, training, workshop on SBCC/IPC/Community engagement etc.

Provide technical support to DNCC and DSCC for establishing a sustainable and effective community engagement approaches in evidence- based planning and implementation of the child-focused programme in line with LGC community engagement component (this activity will focus on bottleneck analysis and micro planning)

Provide hands on mentorship in organizing community engagement and IPC activities in the urban slums/ poor areas with high

Provide guidance in developing monitoring plan for quality assurance and provide orientation on monitoring

Guide the city corporations to conduct effective implementation/use of SBCC/C4D materials/interventions in urban contexts including print, mass media, IPT, Social Media etc.

Represent C4D section in Urban Management Team (UMT) along with C4D Specialist

Provide C4D related technical input to UMT and LGD to establish 'Child Friendly City Initiative' when the programme is ready

Provide technical input in designing and implementing C4D work plan if new MoU is signed with new City Corporations

Document progress and results including development of case studies.

Deliverables/Outputs:

  • Finalize schedule/calendar of the orientation/training/workshop for DNCC and DSCC, PCA partners
  • Complete orientation on the programme, training on C4D, Community engagement, refresher trainings, taking input from all relevant sectors and consultation with DNCC and DSCC
  • Complete developing micro plans through bottleneck analysis
  • Ensure City Corporations organize community engagement and IPC activities in the urban slums/ poor areas with high quality (in 50% of the working areas)
  • Ensure City Corporations organize community engagement and IPC activities in the urban slums/ poor areas with high quality (rest 50% of the working areas)
  • Finalize monitoring for quality assurance and provide orientation on monitoring
  • Ensure effective implementation/use of SBCC/C4D materials/interventions in urban contexts including print, mass media, IPT, Social Media etc. (in 50% of the working areas)
  • Ensure effective implementation/use of SBCC/C4D materials/interventions in urban contexts including print, mass media, IPT, Social Media etc. (rest 50% of the working areas)
  • Provide monitoring reports with recommendations for the future Work with UMT to develop C4D component for Child Friendly City Initiative with guidance from C4D Specialist (this activity is cross linked with UMT's progress on CFCI activities
  • Document evidence-based results and best practices (at least 3 per City Corporation)
  • One comprehensive contract completion report

Knowledge/Expertise/Skills required:

Consultant must have following criteria to do the assignment

Educational qualifications: Post graduate in Socio-behavioural sciences/ Public Health/ Journalism/Communication for Development and related fields (e.g. media, mass communication)

Have extensive understanding about Urban City Corporation structure, methods of work, opportunities and challenges

Experience: At least 8-10 years progressive working experience in communication for development field and implementation of social and behaviour communication activities

Experience in developing training modules and conducting training

Work experience in community engagement activities (working with urban committees, groups, volunteer, club members, adolescents etc)

Track record of working with UN, Government organizations will be an added advantage

Good skills in both oral and written in English and Bangla.
