National Urban Poverty Reduction Programme (NUPRP) will provide support towards contributing to balanced, sustainable growth and reduction of urban poverty in Bangladesh. NUPRP will work nationwide and cover poor people living in slums and informal settlements in cities and towns in Bangladesh. Selected NUPRP cities/towns will either be City Corporations and Class A Pourashavas. NUPRP will initially focus on 12 cities/ towns in Phase 1.
NUPRP intends to contribute to more effective inclusive urbanization in Bangladesh. Recognising the complexity of inclusive and climate smart urban development, the expected outcomes of the programme relate to different levels of intervention: national, municipal and the community.
This programme will contribute to ensuring a sustainable improvement in the livelihoods and living conditions of poor people living in urban slums/informal settlements in the following five Outputs.
- Strengthened municipal and national government capacity to deliver pro-poor, climate sensitive, urban development;
- Strengthened community organization in informal settlements;
- Improved livelihoods and well-being;
- Piloting options to improve land tenure and developing low cost housing initiatives; and
- Climate-smart rehabilitation of small scale infrastructure supported.
The ultimate intended beneficiaries of this intervention are the poor and vulnerable urban people, now and in future years. Based on evidence outlined in the previous UPPR reviews and similar types of urban interventions in Bangladesh, the NUPRP reasonably expects a wide range of benefits to result from the interventions at community, municipal and national levels. Given the ever expanding size of the urban centres and the populations that will be linked to employment opportunities, interventions targeting urban poor people should affect overall economic growth, income inequality, employment and the poverty situation.
Duties and Responsibilities
The Housing Finance Coordinator will focus mostly on NUPRP Municipalities and City Corporations, but also the National level, and will be responsible for implementing Output 4 activities and for achieving Output 4 results.
Under Output - 4, the programme will facilitate improved land tenure for low-income high density populations where opportunities exist and will develop low cost housing where capacity, funding and demand are present. Specifically, success under this Output will include: improved tenure security; Improved access to housing loans and financing for the urban poor; promotion of affordable and resilient housing for the urban poor; and innovation and enhancement of the UPPR Community Housing Development Fund (CHDF).
Building upon the experiences from UPPR, especially UPPR's pilot of CHDF, the results from previous land tenure interventions will be further reviewed and tailored to fit the realities of NUPRP. NUPRP could explore opportunities with other international organizations to influence/ establish relationship with Ministry of Housing and Ministry of Land to find viable and scalable solutions. NUPRP will also look outside Bangladesh at the experiences on the land tenure and housing interventions from India, Thailand and Sri Lanka, as well as engage with regional NGOs such as Asian Coalition for Housing Rights. Potential partnerships with microfinance organizations, PKSF and the Bangladesh Bank for access to finance will be explored.
The Housing Finance (HF) Coordinator will be responsible for following categories of tasks:
Establish and support the sound management of Community Housing Development Funds at town level
Summary of Roles and Responsibilities:
- Designs the planning/implementation process, in collaboration with project management team, of all housing finance activities, coordinates delivery in NUPRP towns/cities and ensures high quality of the implementation of community housing funds and related activities;
- Improve access to low-cost housing loans to the poor through enhancing the effectiveness of CHDFs, implementing improved internal systems and control mechanisms, and introducing innovations, with the goal of supporting them to become Government-recognized micro-finance institutions
- Strengthen the capacity of Community Housing Development Fund (CHDFs) by providing their staff and boards with training, and through consistent monitoring of their performance
- Works closely with KM/M&E to provide inputs for monitoring (design and data collection throughout the project cycle) and in designing outcome survey, analyzing outcomes data and generating lessons and knowledge products to inform project's strategic directions and policy outcomes;
- Develops and manage partnerships with on-going and proposed urban projects that directly or indirectly benefit urban poor communities and specifically the extremely poor;
- Networks with key stakeholders to promote urban poverty reduction policies for the urban poor and extreme poor.
The following section describes the functions under each of these categories with expected results:
1. Designs the planning/implementation process of all housing finance related activities, coordinates delivery in NUPRP towns/cities and ensures high quality of the implementation of community housing funds and related activities
- Provides inputs into the preparation and implementation of the annual results based work plans and result frameworks as endorsed by the management;
- Ensures inclusion of the extreme poor and the most vulnerable populations in housing finance related activities ;
- Coordinate planning of all NUPRP towns for annual housing finance delivery in line with the annual plan formulated by the project management team;
- Ensures quality of housing finance related delivery in terms of targeting, delivery processes and results;
- Coordinates with the Output 4 Coordinator, City Liaison coordinators, and the Town Managers, on technical issues concerning Output 4;
- Provides support to the preparation of progress reports, briefings etc.
2. Improve access to low-cost housing loans to the poor through enhancing the effectiveness of CHDFs, implementing improved internal systems and control mechanisms, and introducing innovations, with the goal of supporting them to become Government-recognized micro-finance institutions
- Initiate CHDFs in new towns and cities, and manage the activation of CHDFs in cities where UPPR previously supported them.
- Improve loan repayments and reduce defaults by improving the internal performance of CHDFs, though improvements to their regulatory framework and internal control mechanisms. Some actions could be the introduction of: a risk mitigation system, by-laws to improve performance, a set of selection criteria and beneficiary assessment protocol to improve loan repayment rates, and monitoring mechanisms such as a loan register to track loan performance and reduce defaults.
- Introduce incentive mechanisms to improve the quality of reporting, bookkeeping and attract qualified staff to key positions, and retain high-performing staff.
- Provide CHDF boards of directors with advice and technical insights to guide and support planning, goal setting, and strategic decision-making, as well as the preparation for annual audits.
- Help CHDFs ensure comply with Government regulations.
3. Strengthen the capacity of Community Housing Development Fund (CHDFs) by providing their staff and boards with training, and through consistent monitoring of their performance
- Identify capacity building needs, and develop and design capacity building material for Community Housing Development Funds (CHDFs)
- Based upon a needs assessment and planning process design a capacity building strategy and program for each CHDF and give them training based upon this program. Trainings should cover the following domains: Organizational Structure and Functions, Fund Management Capacity, Governance and Accountability, Reporting and Documentation, Partnerships and Collaboration, and Risk and Risk Reduction
- Regularly monitor capacity performance and progress towards training goals to track and evaluate performance, and adjust training accordingly.
4. Works closely with M&E team for analyzing housing finance delivery and outcomes data to generate lessons and knowledge products informing project's strategic directions and policy outcomes;
- Analyzes gender, poverty status and vulnerability disaggregated housing finance delivery data to examine the trends and lessons for informing management decisions on changes in project policies and project direction;
- Works closely with KM/M&E for providing inputs in designing outcome survey and other monitoring tools to track results of TH activities;
- Supports the development of proper baseline, database, participatory m&e system as well as the city information system;
- Analyzes results of outcome surveys and generate lessons and knowledge products;
- Shares results of analysis with management to inform changes in project policies and strategic directions;
- Disseminates knowledge products to concerned stakeholders for policy outcomes;
5. Develops and manage partnerships with private sector bodies and on-going urban projects that directly or indirectly benefit urban poor communities and specifically the extremely poor;
- Identifies potential private sector partners and projects/programs in NUPRP towns for developing linkages to address low-cost housing finance and development issues;
- Assists NUPRP towns and cities to identify local partners in towns for developing linkages and partnerships for service delivery;
- Manages partnerships for effective service delivery though regular monitoring of intervention processes and results;
6. Networks with key stakeholders to promote urban poverty reduction policies and land tenure and low-cost housing policies for the urban poor and extreme poor.
- Networks with government ministries, departments and agencies, donors and development agencies, national and international NGOs, academic institutions and civil society organizations to promote urban poverty reduction policies and land tenure and low-cost housing policies for the urban poor and extreme poor.
- Seek fund raising opportunities though donor organizations and development banks to add additional investment to CHDF revolving funds, and support individual CHDFs to engage in local fund raising activities on their own.
- Contributes to policy research and analysis for evidence based advocacy
- Contributes to mapping of development issues in the areas of urban extreme poverty reduction, land rights, housing rights and strategic opportunities in the form of professional papers and reports.
- Provides support to and be directly involved in the project's capacity building efforts aimed at government counterparts, civil society groups, media and other stakeholders.
- Contributes to the production reports and publications.
- Responds to the various government and non-governmental agencies requests for advisory and support services and lead the support from the project as required by the stakeholders

Required Skills and Experience
- Master's Degree in Business Administration, Business, Economics, or Social Development or other specialized fields related to micro-finance.
- At least 3 years of proven experience in managing housing finance business in either the private sector or the social development sector.
- Experience in developing self-sustaining business model in micro finance, financial inclusion and strengthening financial institutions are valuable assets to this position.
- Experience in community-based model is highly desirable.
- Working experience in UN organizations/ International donor organizations will be preferred.
- Working experience in gender responsive programming/implementation.
- Experience in strategic and operational planning and implementation of activities
- Experience in report writing, making presentations and use of computers.
Knowledge and skills :
- Ability to think clearly and analytically.
- Knowledge of the gendered issues related to land tenure and low-cost housing.
- Working with multidisciplinary teams.
