Assessment report on energy efficiency institutional arrangements in Asia

The technical and economic viability of energy efficiency (EE) has become more pronounced as concerns about energy security, climate change and low carbon development intensify. Although the promotion of EE has long been identified as an effective policy tool to manage energy demand, active pursuit of EE still lags behind in many ESCAP countries. This gap can not only be attributed to programmatic, informational and financial barriers, but especially to the weakened capacity of national and regional institutions mandated to promote EE.

The bioenergy and water nexus

Energy and water are crucial to development. Bioenergy's water demands are in large part linked with feed stocks such as crops, which in turn has important implications for sustainable agriculture, land use and food production. Land use affects bioenergy with implications for not only food security, but also biodiversity and the impact such energy may have on aggravating or cutting greenhouse gas emissions.

Achieving global sustainability: policy recommendations

This book looks at how to achieve a more secure level of global sustainability and gathers recommendations. First, the relationship between globalization and sustainability is analyzed, together with arguments on the necessity of a paradigm shift in economic growth. Second, the paradigm shifts in socioeconomic development are discussed in terms of social common capital, social discipline and economic valuation of the environment. Good practices and lessons learned of the Second Regional Workshop on Development of Eco-efficient Water Infrastructure in Asia and the Pacific

Transboundary flood risk management: experiences from the UNECE Region (PDF)

Floods are natural phenomena that are necessary for the survival and health of the eco-system. Floodplains have historically attracted socio-economic development and continue to support high densities of human population. This is particularly important where land resources suitable for human development are scarce. Especially in arid and semi-arid areas, flood waters represent a vital water resource. Floods can, however, also lead to wide-spread damage, health problems and the loss of human life. Transboundary flood risk management enables sharing and redistributing risks and resources.

Dam safety in Central Asia: Capacity-building and regional cooperation (PDF)

The publication provides an overview and analysis of the present situation in Central Asia with regard to the safety of hydraulic structures such as dams. In addition to a list of all major dams in the region, the publication also includes: a model national law on safety of large hydraulic facilities, including dams, intended to be a base of national harmonized legal frameworks for dam safety, and a draft of the regional agreement on cooperation on dam safety.

Guidance on water and adaptation to climate change

Climate change will result in significant impacts on our water resources and some of the effects are already visible now. Moreover, climate change impacts on water resources will have cascading effects on human health and many parts of the economy and society, as various sectors directly depend on water. The Guidance aims to spur climate change adaptation that takes into account the transboundary dimension of water management. It is a novel and innovative product which focuses on the transboundary setting and illustrates the steps needed to develop an adaptation strategy.

Guidelines on the setting of targets, evaluation of progress and reporting

The Protocol on Water and Health, jointly serviced by the United Nations Economic Commission for Europe (UNECE) and the Regional Office for Europe of the World Health Organization (WHO-EURO), has been negotiated specifically to ensure, by linking water management and health issues, the supply of safe drinking water and adequate sanitation for everyone. The Protocol recognizes the complexity of the water and health nexus and requires Parties to tackle problems at their roots in a rational and coordinated way.

Global HIV/AIDS response: epidemic update and health sector progress towards universal access – progress report 2011

This report reviews progress made until the end of 2010 in scaling up access to health sector interventions for HIV prevention, treatment, care and support in low–and middle-income countries.

It is the fifth in a series of annual progress reports published since 2006 by the World Health Organization (WHO), United Nations Children’s Fund (UNICEF) and Joint United Nations Programme on HIV/AIDS (UNAIDS), in collaboration with national and international partners, to monitor key components of the health sector response to the HIV epidemic.
