Land Assembly Methods

I am Christopher Galea and I am writing to you in my capacity as a planning officer in the local planning agency in Malta. I have been instructed to prepare a paper on land assembly for the consideration of the local government with a view of introducing land readjustment methods in Malta.

I was wondering whether anyone here can supply me with some examples of specific projects were land assembly techniques were used for development of sites with multiple ownership. Direction towards papers and literature discussing this or towards other persons versed in the subject would also be appreciated.
